The velcro keep the bottom from floating away or flapping around and the pull cord synches the cover around the main frame which \"hugs\" the paramotor nicely so it's securly held. The combination of the velcro at the top of the cover and the velcro at the bottom of the cover means the cover is firmly attached the paramotor from the bottom to the top.
